Никогда ни каких проблем не было.

Если с внешки обращаться, то проблем нет и с построением сайта и с обращением к нему, а с выходом с самого хостинга на эти же адреса - выходит постоянно timout

Could not connect: Connection timeout
Наверно перенапрвление "закольцовано" (можно и через iptables такое получить...) Но чаще из за перенаправлений в apache или php-коде.

Вы можете создать пустой самый простой файл конфигурации apache, и вместо кучи непонятного кода("сайта") использовать index.php с произвольным содержанием??
Если нет. Так и разговаривать неочем.

Создал файл test.html, открывается с внешки без проблем, а на самом хостинге - не открывается и вылетает тот самый timeout спустя 2 минуты. (Это исключено, на хостинге есть сайты без излишней динамики и ни один не открывается - все висят на одном внешнем IP)

Нет, запросы формироваться по разному. И если перенапрвление в hosts не указано то запросы обрабатываються на dns сервере.

Если у вас больше одно домена завязано на apache, то разницу между localhost и domen.com, domen.ru и тд. будет видеть только apache, и если у него неуказано где localhost то он будет выдавать рандомный.

Так, ни на какой свой адрес не могу зайти с хостинга самого. Немного не понимаю, для чего указывать localhost, если нужно зайти не по localhost, а по имени домена?
А что в логах этого самого apache пишется никто не пробовал посмотреть?
Если ничего, то возможно до него дело вообще не доходит. Смотрите, во что резолвятся имена доменов, как там на хостинге транслируются адреса (NAT ?)
